Have their been any reviews on the reform in humanitarian financing and possible impact at the program/field level? |

Dear Leah In the last couple of years there have been several reviews of the humanitarian financing mechanisms introduced as part of the humanitarian reform process. A comprehensive evaluation of the first two years of the expanded Central Emergency Response Fund (CERF) was undertaken by a team led by Martin Barber and was published in July 2008. It can be downloaded from Reliefweb http://www.reliefweb.int/rw/lib.nsf/db900SID/OCHA-7JHMC3?OpenDocument The Good Humanitarian Donorship meeting in New York in July reviewed a study undertaken by Abby Stoddard "International Humanitarian Financing: Review and comparative assessment of instruments". As well as CERF this study also looked at the country level Common Humanitarian Funds (CHF) as trialled in Sudan and DRC and the country-level functional/thematic pooled funding (ERFs and cluster-based funding). Unfortunately the GHD website is not kept up to date so this study is harder to obtain.
